The IGC TRACECA's development strategy, which was adopted in 2006, has determined that the existing binary leave system between the parties was considered an obstacle to international road traffic.
As the first step towards liberalizing, some countries (Armenia, Moldova, Türkiye, Ukraine) stated that they are ready to bring an unauthorized system and in 2011, Türkiye has come to the fore with a multilateral mechanism attempt to provide a transition permit to the existing system.
Thus, as a result of joint activities in 2015, at the IGC TRACECA 11th Meeting in Istanbul, the "Traceca Multilateral Permit System" was accepted to carry out international transportation by road.
The relevant decision was signed by the authorized ministries of 6 countries: Armenia, Georgia, Moldova, Romania, Türkiye and Ukraine. In November 2016, in order to improve the system, countries made changes to the restrictions on the use of leave. This has been positively reflected in the system of the System.
Thus, the Secretariat regulates an equal number of traceca permission forms annually and sends it to the member states. The size of the basic quota for each country is 200 units. In this system, the member states distribute permission forms among the national carriers for later use, based on national legislation. As a result of the simplification of the permit system, only TRACECA permits will be used instead of a few permissions from various countries.
In practice, TRACECA permits are universal and applies to road transportation between the member states of the bilateral agreement, the transit system and also to third countries/countries.
As a result, appropriate conditions have been created for highway traffic among the carriers.
