The Basic Multilateral Agreement on International Transportation for the development of the European-Caucasus-Asian Corridor (MLA) for the development of the European-Caucasus-Asian Corridor was signed in 1998 at the Baku Summit and approved by 12 countries for the following purposes:
- Development of economic relations, trade and transportation connections in Europe, Black Sea, Caucasus, Caspian Sea and Asian regions,
- International road, air and railway and commercial maritime issues, including the access to the transportation market facilitates,
- Encouraging the international transportation of goods and passengers,
- Guaranteeing traffic importance, security of loads and environmental protection,
- Equal competition between different transportation modes.
