National Secretary of Turkey Burak AYKAN

Born in Trabzon in 1979, he graduated from Trabzon Yomra Science High School in 1996, Istanbul University’s Department of Maritime Transportation and Management Engineering in 2001, and Anadolu University’s Department of Public Administration in 2012.

Between 2004 and 2005, he served as Oceangoing Watchkeeping Deck Officer at Moliva Shipping Co.

He joined the Directorate General for Maritime Transport of the Undersecretariat for Maritime Affairs in June 2005 as an expert.

From 2015 to 2020, he acted as Alternate Permanent Representative of Türkiye to the International Maritime Organization (IMO).

In 7 November 2019, the Brazilian Navy awarded him the Tamandaré Order of Merit.

He served as Deputy Director General of Maritime Affairs (June 2020 – July 2021) and as a Member of the Board of Directors of the Directorate General of Coastal Safety (October 2020 – May 2025).

In 9 July 2021, he was appointed Director General for EU and Foreign Affairs at the Ministry of Transport and Infrastructure.

As Director General, he leads Türkiye’s international cooperation agenda in transport and infrastructure, focusing on global connectivity, digitalization, and sustainable mobility.

In his capacity as National Secretary of Türkiye to the Transport Corridor Europe–Caucasus–Asia (TRACECA), he coordinates regional initiatives on multimodal transport, trade facilitation, and regulatory convergence.

He also oversees Türkiye’s technical and institutional work on the Iraq–Türkiye Development Road Project, a strategic multimodal corridor linking the Gulf to Europe and enhancing regional integration. In addition,

He initiated and coordinated the Global Transport Connectivity Forum (Istanbul, June 2025), hosted by Türkiye, which convened 80 countries, 38 ministers, and 17 deputy ministers to launch a global dialogue on sustainable transport connectivity and financing.

Since 27 September 2024, he has chaired the Working Party on Transport Trends and Economics (WP.5) under the Inland Transport Committee of the United Nations Economic Commission for Europe (UNECE).

Married with three children, he speaks Turkish and English.
