History

In short, it is an east-west corridor shaped and developed for multi-modal transportation with the aim of revitalizing the Silk Road. Accordingly, the Intergovernmental Commission (IGC) TRACECA is open to all initiatives that promote the development of regional transport dialogue and support the regional economy as a whole by providing efficient and reliable Eurasian transport links.

On September 8, 1998, with the participation of Türkiye, Ukraine, Moldova, Romania and Bulgaria, Heads of State and Government of 12 countries in total signed the "Multilateral Basic Agreement (MLA)" for the Development of the Europe-Caucasus-Asia Transport Corridor. The agreement forms the basis for the implementation of the TRACECA Programme. Although Turkmenistan is a participant in the TACIS-TRACECA Program, it is not a party to the MLA. In 2009, Iran also signed the MLA and became a TRACECA member.

In 2000, the TRACECA Intergovernmental Commission (IGC) was established to implement and complete the provisions of the Basic Agreement (MLA), and in 2001, the IGC TRACECA Permanent Secretariat (PS), which served as the executive body of the IGC, was established in Azerbaijan / Baku. The Permanent Secretariat has Permanent Representatives (National Secretariats) in each member country.
