General information about MLA and its protocols

The basic multilateral agreement on international transportation for the development of the European-Caucasus-Asian Corridor signed in Baku, Azerbaijan (MLA) on 8 September 1998, communication in the field of transportation in Europe, Black Sea, Caucasus, Caspian Sea and Asian regions, economic relations, It is the articles of association that constitutes the legal basis for the development of trade. The states of MLA are Armenia, Azerbaijan, Bulgaria, Georgia, Iran, Kazakhstan, Kyrgyzstan, Moldova, Romania, Tajikistan, Türkiye, Ukraine and Uzbekistan.

MLA is open to the participation of any state, subject to the consent of all MLA parties for such participation. Regional Economic Integration Organizations may participate in MLA as joint members.

MLA was signed for 10 years and in 2018, in accordance with Article 16 of the MLA, its validity was extended for the next five years.

On October 9, 2003, a protocol was adopted in the “International Transport Multilateral Multilateral Agreement for the development of the European-Caucasus-Asian Corridor in Yerevan, the capital of Armenia.

The protocol entered into force on November 23, 2011 in relation to the signed and approved MLA parties - Azerbaijan, Bulgaria, Georgia, Romania and Tajikistan.

The protocol was signed by Armenia, Kyrgyzstan, Kazakhstan, Moldova, Türkiye, Uzbekistan and Ukraine, but has not yet been approved. The protocol was not signed by Iran.

The protocol is open to the participation of MLA Traceca.

On December 13, 2007, two protocols were adopted for changes in MLA in Astana, Kazakhstan.

The protocol on the amendment of the “Basic Multi Sided Agreement on the International Transportation for the development of the European-Caucasus-Asian Corridor on the new status of the Republic of Bulgaria and Romania, a member of the European Union on 1 January 2007.

The protocol entered into force on 4 April 2010 for the signed and approved MLA parties - Armenia, Azerbaijan, Bulgaria, Georgia and Romania. The following parties signed the protocol but did not approve - Kazakhstan, Moldova, Türkiye and Ukraine. The protocol was not signed by Iran, Kyrgyzstan and Uzbekistan.

The protocol is open to the participation of states.

Protocol on the amendment of the technical supplement of the Teknik International Transportation Multilateral Multilateral Agreement for the development of the European-Caucasus-Asian Corridor.

The protocol has not yet entered into force. The protocol was signed and approved by a MLA side - by Azerbaijan (05.03.2010). MLA parties who signed the protocol but have not yet approved - Kazakhstan, Moldova, Türkiye and Ukraine. The protocol was not signed by Armenia, Georgia, Iran, Kyrgyzstan and Uzbekistan.

Bulgaria and Romania were withdrawn from negotiations during the adoption and signing of the protocol due to EU memberships.

On January 29, 2015, Istanbul, in Türkiye, IGC's XI. Protocols were adopted for the amendment of MLA at the meeting.

The protocol regarding the amendments accepted the new technical suffix of the basic agreement on the basic principles of the railway-feribot terminals in the Black Sea and the Caspian Sea.

The protocol will be open to the participation of states after entering into force.
